Closing as I wasn't able to reproduce this issue.
Frontend theme tabs styling is overridden on non-admin pages when the module is enabled because Gin tabs.css is loaded by default and applies styling globally.
Yes, the CSS can be prevented from loading with https://www.drupal.org/node/2216195#override-extend → , but at the least the default should be documented.
