Possibility to display menu inside "Administration" menu instead of toolbar

I 've been working on this recently for our projects and improved it a little. The first menu element was displayed as it has children even if it was not the case. Now this is fixed.
I have created an issue fork and a merge request for this to be reviewed.

MR3 from comments #4 and #5 works for me. Thank you davidiio.

Ihave installed toolbar_menu 3.1 on drupal 11.1.5 and applied this merge request .diff file as a patch and it works as expected!

I'm going to be quite busy until the end of the week, but I wanted this ticket to go back to the top of the list and I'm definitely getting back to you on this ASAP.

I wanted to get this in, before creating a new release, but I thought many users were waiting on the D11 compatible stable release....
