Tried replicating this on 11.x in firefox and safari, not seeing this issue.
Could more detail be provided or can this be closed.

I'm seeing this too:
* In Chrome - I see both date and time icon pickers
* In Firefox, the date time picker is visible, but the time isn't
* In Safari, neither icons are visible.I think it's an HTML5 implementation in the browser limiting the visibility of the icons, not something that Drupal can deal with out-of-the-box: https://caniuse.com/input-datetime
