In its current iteration, adding a new Section or adding a library component (functionality from Section Library module) are 2 different actions that are very similar.
Since it's about adding stuff, it would make sense to have 1 'Add' button that opens a dialog where you can further refine what you want to add: a section according to one of the current layouts (1 col, 2 col, …) OR a component.
