Missing config core.menu.static_menu_link_overrides

Problem/Motivation

Everytime I try to export my config via drush I get this message:

Missing required data for configuration: core.menu.static_menu_link_overrides

If I go to config and export single item and choose "core.menu.static_menu_link_overrides", it simply says "false" in the box.

Why is this config file not being generated or how can I fix this or force generate it to include it in my config files?

Running Thunder Version 3 (Drupal 9.1.8)

    This came up during a daily Bugsmash target.

    Can you see if there are any contrib modules that could be trying this?
    Any additional settings that should be checked?

    I suspect it's a contrib module because if this were happening on standard installs think a ton of people would of noticed.
