Implement counties filter setting and import States, Cities only from needed countries

Problem/Motivation

Most of sites doesn't need to have list of millions cities from all countries in whole world, but the module imports all of them.

Proposed resolution

Will be good to implement module settings with countries selector, where users will can select all countries, or only needed ones, to not increase database size and not slow-down Drupal performance.

Tested MR!4 . The feature works sucessfully. The states are imported from selected countries only. RTBC++.
