Expose the Country & Subdivision list for decoupled sites to allow address update from JS UI

Problem/Motivation

A decoupled Drupal site using Address module might choose to allow users to update their address from JS UI. This means that the JS UI needs to be aware of List of Countries, Subdivisions & their mapping for accuracy of data.

Steps to reproduce

Proposed resolution

Expose the list of countries & Subdivision in an endpoint with JSON response.
Alternatively, try a solution that integrates well with JSONAPI & GraphQL as well.
