Integrate with config translation to translate the emails easily

Problem/Motivation

It is currently possible to translate the emails configured at /admin/config/people/comment_notify via user translation interface.
However, as soon as you change something, say a typo, you have to rework your translation and it is a pain.

Integrating with config translation would be simple, in the Drupal mindset (was not obvious that this translation was to be translated in user translation UI) and easy to maintain.

Steps to reproduce

  1. Enable the Configuration Translation core module
  2. Visit the Configuration Translation admin page ( /admin/config/regional/config-translation )

Comment Notify configuration is not available for translation.

    Hi Dom.

    Thanks for contributing this patch. It is working partially for me.

    After applying the patch, the Comment Notify configuration is listed on the Configuration Translation admin page. However, after saving a Spanish translation, if I visit the Comment Notify configuration page, the Spanish translation does not appear. I've cleared caches. This is with Drupal 10.1.5.
