Validation for time range start/end fields

Problem/Motivation

When using a time range field widget, the user can fill in a start hour that is greater than the end hour.

Steps to reproduce

Fill in 8:00 AM as start hour, and 7:00 AM as end hour in a time range field.
Submit the form, no error is displayed.

Proposed resolution

Adding a validation when using a time range field, forcing the user to set a start hour that is lower than the end hour.

An error message appears when the user tries to set an invalid time range.
