I don't believe this functionality exists in core or via a contrib module. I realize that image styles are the preferred method, but there are use cases in which manually resizing embedded media items could be useful. The Image Resize Filter doesn't appear to work with tags. If I'm wrong, or this just isn't in the roadmap, feel free to close.
