actions not showing properly in language

as shown in the pictures 1 and 2
in either one or the other language the action selecter show's

it doesn't filter the different languages / both are shown at the same time.

The action labels contains placeholder. The placeholder are translated or just use the configured role name.

To get the translation for action labels, update your translations in drupal, so that you get the translation for https://localize.drupal.org/translate/languages/de/translate?sid=2622454 and the other.
