Update widget button is visible in Media Library even on JavaScript enabled browsers

Problem/Motivation

Media Library widget update widget button visible even on JavaScript enabled browsers. This button is supposed to be visible only when viewed on a browser that doesn't support JavaScript.

Steps for reproducing:

Navigate to any node that is an article
Edit page using quick edit
Try to edit the article image
Update widget button should be visible

Followed all the steps to reproduce, was not able to in 11.x.
