It would make a good project for someone who is new to the Drupal contribution process. It's preferred over Newbie.

It's likely this issue predates Contrib.social: some issue and comment data are missing.
The patch generated since 2 year before so may me that time the style file was "thumbs-up-down.css" but now style files naming is different and all new files are according to Drupal Standard.
