Unable to save view with VBO when Flag enabled

Adding the VBO to a view on a site that has several flags defined results in an error like this when saving the view:

Drupal\Core\Config\ConfigValueException: flag_action:NAMEOFFLAG.flag key contains a dot which is not supported. in Drupal\Core\Config\ConfigBase->validateKeys() (line 211 of core/lib/Drupal/Core/Config/ConfigBase.php).

Steps to reproduce:

  • Enable Flag.
  • Enable VBO.
  • Enable Views UI.
  • Create a flag that attaches to content types.
  • Create a view page for content and have it display a table.
  • Add the Views Bulk Operations field to the display.
  • Enable some actions in the VBO field settings.
  • Try to save the view.

Expected results: the view saves.

Actual results: the error above is output, the view does not save.
