Configuration translations can be updated after module install by locale_config_batch_refresh_name function.
But only the default configuration can be updated.
Configuration created programmatically could not be updated.
For example:
The user module will create action configuration through user_user_role_insert. But the translation for these configuration could not be updated.
Update configuration translations even if the configuration is created programmatically.
