Allow double quotes for empty media alternative text

If you use a media though the media library that is an image type that has its alternative text mandatory, if you want to use the double quotes pattern to ignore the alt text for an exceptional use case, the alt text rendered will be "" instead of an empty alt text as it would happen to an image inserted via the text editor.

#2307647: [Follow-up] Allow manual override of required image alt text in the Text Editor image dialog when appropriate  Is an example of the implementation used for that.

Being consistent to let users insert a media without an alternative text would make more sense.
