Drupal core default/files - JSON file read error - The resource you are looking for has been removed, had its name changed, or is temporarily unavailable - Drupal 8 / Microsoft-IIS

When the need to fetch the json from default/files directory for webservice operation related. I am getting the following error when trying to access the file /default/files/example.json.

Error:

The resource you are looking for has been removed, had its name changed, or is temporarily unavailable

HOST : Microsoft-IIS / Azure / Windows based only.

    This issue is being reviewed by the kind folks in Slack, #needs-review-queue-initiative. We are working to keep the size of Needs Review queue [2700+ issues] to around 400 (1 month or less), following Review a patch or merge request as a guide.

    Wonder if this was an azure issue? Know they've caused us headache in the past.

    Think it will need a test case (but 0 idea how to test web.config)
