Create plan for *.admin.css files in core modules

CSS in modules is supposed to be only used to build functionality, not to improve the visual look. For example system.admin.css contains some styles that have more to do with the visual look of the page than functionality. We should go through all the *.admin.css files and make a plan how to handle them in the theme.
