Add link settings to the views global print link

Part of this issue has been addressed in the new 2.17 version from issue ✨ Posibility to transform link View PDF to button. Active .

There is still no easy way to set the target attribute of the link so I have updated the issue title and summary to reflect the remaining task from the original issue.

I have opened MR!84 which implements the new feature as outlined in the Proposed Resolution.

I have also pushed testing for the new target configuration option and the css_class option added in ✨ Posibility to transform link View PDF to button. Active .

There are failing tests but they seem to be related to 🐛 Renderer::render with $is_root_call is deprecated in drupal:11.2.0 Active and not changes made in the current MR.
