Commenting on text field selections like Google Docs

Modern commenting systems allow to add a comment for a given selection. Have a look at CKEditor 5 collaborative comments or even Google Docs.

So, I'd like to add the ability for a comment to be related to a selection in our CKEditor 4 content editor.

What's about adding two base fields to the comment entity, like selection_start and selection_end, and a sidebar beside the editor to display the threads. We could load all threads at the page loading and update using AJAX via the REST API. Depending on the mouse position we could put the focus on the right thread with JS.

What do you think?
In this context, should we keep levels of depth for comments in a thread?
Should we provide this feature as a module or an update of Drupal core?
