Make core's structure descriptions more consistent

Problem/Motivation

While the structure descriptions at /admin/structure do not necessarily go against any listed user interface standards, when read together as a unit there are variations in sentence structure and phrasing that I think could be improved slightly.

Current descriptions:
Block layout: Configure what block content appears in your site's sidebars and other regions.
Books: Manage your site's book outlines.
Comment types: Manage form and displays settings of comments.
Contact forms: Create and manage contact forms.
Content types: Create and manage fields, forms, and display settings for your content.
Display modes: Configure what displays are available for your content and forms.
Forums: Control forum hierarchy settings.
Media types: Manage media types.
Menus: Manage menus and menu links.
Taxonomy: Manage tagging, categorization, and classification of your content.
Views: Manage customized lists of content.

Proposed resolution

Proposed descriptions:
Block layout: Manage what block content appears in each region for each theme.
Books: Create and manage book outlines and allowed content type settings for books.
Comment types: Create and manage fields, form and display settings for comments.
Contact forms: Create and manage fields, form and display settings for contact forms.
Content types: Create and manage fields, form, and display settings for content.
Display modes: Create and manage custom displays for content and forms.
Forums: Create and manage forum hierarchy and display settings for forum topics.
Media types: Create and manage fields, form and display settings for media types.
Menus: Create and manage menus and menu links.
Taxonomy: Create and manage categories for content.
Views: Create and manage customized lists of content.

    Used to alert the usability topic maintainer(s) that an issue significantly affects (or has the potential to affect) the usability of Drupal, and their signoff is needed. When adding this tag, make it easy to review the issue. Make sure the issue summary describes the problem and the proposed solution. Screenshots usually help a lot!     @lauriii can we get this on the radar of the usability team? I personally think that this is an improvement of the current state.

    We discussed this issue at πŸ“Œ Drupal Usability Meeting 2023-04-28 Fixed . That issue will have a link to a recording of the discussion. For the record, the participants were @AaronMcHale, @BlackBamboo, @benjifisher, @mgifford, and @rkoller.

    The proposed resolution is more consistent than the current text, and that is a good thing. However, there are several disadvantages to the proposed text:

    • It is longer.
    • It repeats the phrase, "Create and manage fields, form and display settings for" several times.
    • Other than the repeated text, several descriptions do not say anything more than the labels.

    We agreed that this issue would be a step in the wrong direction. It would make the text more consistent, but it would be harder to find a particular item.

    We think a better approach is to group the entity types together and say "Create and manage fields, form and display settings for" just once, at the top of the group. I created πŸ“Œ Create two sections on /admin/structure Active to consider this change.

    If anyone wants to argue in favor of the solution suggested in this issue, then add a comment here. If not, then I will close this issue as "won't fix", and I invite anyone interested to contribute to the new issue.
