Inform users that they are not able to submit some forms in non-default workspaces before the form validation step

Problem/Motivation

In #2975334: Prevent changes that would leak into the Live workspace , we added a basic form validation protection for all forms which are not safe to submit in a non-default workspace because the submitted data could easily leak into the default (Live) workspace.

We should try to inform users that they are not able to submit a form before the validation step, so they don't waste time filling out the form.

Proposed resolution

There are various proposals for how this could be implemented, however the UX team prefers this one the most:

- When a page that contains an "unsupported" form is opened, display a modal dialog with a descriptive message a link to switch to the default workspace.

Discuss, write a patch, etc.

User interface changes

On pages that contain an unsupported form, a modal might appear out of the blue :)
