No Results Behavior on a field seems to be ignored if the fields Customize field and label wrapper HTML has had a wrapper and custom class added.
Even if the view has no data, the custom wrapper div still prints out to the page.
Please let me know if there are any other details I can provide.
Attached a couple screenshots of the sections described and how they are set.
I have also tried setting the No Results Behavior to Count the number 0 as empty.

In #9 the problem could not be reproduced so steps to reproduce were asked for. Since we need that information to continue here and it has not been supplied, I am closing this issue.
If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue → (starting from "Install Drupal core").
