It sounds like I'm having the same problem. I enter my credentials but I don't see them in the logs.

Hi, we contacted with UPS support to check what is wrong during negotiation rates and they inform us that shipper number is missing for our call. I reviewed patch from @jonnyeom and it apply without any problems. Right now everything works as excepted, shipping costs are 2x lover then earlier. For all who has a problems to check this, remember that request are cached, you have to also set your correct shipper number for your api (live).

As we implemented OAuth requests in #3387353, so this issue is not relevant anymore. It already has the Account number as one of the API credentials. We need to check the negotiated rates there and fix them if needed - Status changed to Closed: outdated
