"Add new comment link" does not display on content without comments

Problem/Motivation

I created a blog and use views to display the posts. I included the comment field in the content type blog and edited the settings. When "show reply on same page" is un-ticked, the link "add new comment" is not displayed on content without comments. This issue was also posted here (Drupal 7): https://www.drupal.org/project/views/issues/1490680#comment-12585631 →
I have also enabled the "Teaser" display mode in the comment-type as well as selected it in the comment field on the content display form. The link is still not displayed. There should be a way to display just the link instead of the whole form. As I have not found a solution, I presume this is a bug?

Steps to reproduce

  1. Go to /admin/structure/types/manage/article/fields/node.article.comment and untick "Show reply form on the same page as comments"
  2. Create an article
  3. Display the new node
  4. See that there is no 'add new comment' link.
  5. Edit the new node, notice that the in Comment Settings 'Open' is not selected.

    It was not helpful of me to not come back and add steps to reproduce. My apologies.

    I retested on Drupal 11.x today and was not able to reproduce the problem using the steps in the issue summary. And steps to reproduce were asked for 2 years ago and there has been no response.

    Therefore, closing as cannot reproduce. If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue → (starting from "Install Drupal core").
