I can confirm this has been fixed and deployed.
I was able to install https://ftp.drupal.org/files/projects/devel-5.1.2.tar.gz and install it in a demo site.
Automatically closed - issue fixed for 2 weeks with no activity.

This is not working with instances that start with the Umami demo setup.
