508 Compliance - Missing Edit Instructions

The edit forms on the Drupal site, e.g. add node, add menu, do not have instructions for populating the required fields. Each required field is properly identified, but per Section 508 Refresh, 1.3.1 – Info and Relationships there should be page level instructions as well.

A form with required fields

A form contains several required fields. The labels for the required fields are displayed in red. In addition, at the end of each label is an asterisk character, *. The instructions for completing the form indicate that "all required fields are displayed in red and marked with an asterisk *", followed by an example.

    I don't read 1.3.1 this way, nor do I see supporting documentation to back up this claim. @findleys if you have any back-up references on this, please let me know. I'm attaching a screenshot of the Add Article page here.
