Comment preview form shows parent entity before action buttons

Hi,

in the comment preview page the parent entity of the new comment is displayed before the action buttons, see below:

The above picture shows the scenario, the node content (pointed by the red arrow) is between the comment form and its action buttons. It doesn't look too bad in this particular picture but when the parent entity (a node, for instance) is very long this affects usability quite badly IMHO, because the buttons become harder to reach.

By looking at the code it looks like the parent entity is supposed to be rendered all the way to the bottom, but for some reason the current weight doesn't seem to be enough.

I will send a patch which seems to fix the issue here, but I am no expert of the rendering system.
