On Drupal 11.x this is the action when admin/people is loaded.
I am closing as outdated.
I've noticed that on the /admin/people view the actions have the first option "Add the Administrator role to the selected users" selected by default. Additionally, this action has no confirmation page. This seems to me to be prone to user error.
To avoid unintentional actions I believe it would be preferable if the actions required an explicit user action to change the select away from an empty default value.
