Make a status report page for Migrate UI with links to incremental migrations/rollbacks/etc.

While discussing a menu item for /upgrade mikeryan suggested adding a status report page to migrate_drupal_ui.

The status page that either says "the site has been upgraded" (and if/when we support incremental migrations and rollbacks link to them), or "No ugprade has been performed" and link to /upgrade.

Migrate Drupal UI is scheduled for deprecation and removal. Let's put our efforts elsewhere
