Add a message when cookie authentication fails

Problem/Motivation

This is a follow up of #2808233: REST 403 responses don't tell the user *why* access is not granted: requires deep Drupal understanding to figure out β†’
When you use the cookie authentication mechanism the error message for missing cookie, doesn't tell you much.
