When using a custom profile optional config is not installed

With a clean install with a custom profile with modules inside profiles/my-profile/modules/contrib the optional config (config/optional) does not install when installing a contrib module - this works with modules inside modules/.

    There hasn't been other reports of this problem in 6 years. There are no steps to reproduce this and none have been provided in the past 10 months. Therefore, closing this issue.

    If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue → (starting from "Install Drupal core").
