[policy] Start using --author on drupal core as well

I am not sure what's the proper issue queue for something like this, or whether this is being discussed elsewhere, I did attempted a search but got nothing.

Both explains how to give authorship of the commit to contribs.

Also on Advanced patch contributor guide there's a reference to the same with a very small caveat for core:

For contrib projects (core does not use attribution)

I asked about this in the live commit in New Orleans, and while the answer was OK, I still wonder if there's a genuine reason for not doing so. I was told that it's difficult to chose an author from other contributors on the issue, but although I can see that happening some times, there's normally an author of a patch. Similar thing could be said to contrib as well. But normally it's the latest patch or one that was the initial patch that triggered minor modifications to it.

Since the --author was encouraged, I found it extremely nice to have your commits listed in your drupal.org profile page. I know core credit is being tracked by the 3-months issue credit (improvements discussed in #2752975: Increase Y in the "Credited on N issues fixed in the past Y months" block ) and also on http://drupalcores.com/. But authorship on a commit is also a proud thing to have in your record and I am sure contributors will likely appreciate it a lot.

A middle term solution could be to somehow include contributions from http://drupalcores.com/ into your drupal.org profile with a link to the git repo where your username is grepped.
