Make exposed filter values available as tokens for text areas

I would advise against #51, adding more scope will just delay getting this is. It would be better to do a follow up issue for something like operators.

This really needs tests.

The patch from #50 works great in header and footer areas. Would it be possible to provide those tokens/substitutions also for the fields where their value can get overwritten?

Does not work on Drupal 11 for header, for either text or unfiltered text.

I do see the substitutions being added, but when I check \Drupal\views\Plugin\views\area\TextCustom::renderTextarea the text never gets replaced.
