Terminology for comment moderation: approved vs published

Attempting to update and close #931774: Comment moderation/approval is a giant steaming pile of WTF [meta] β†’ , I split this out as standalone issue.

Problem

There is a tension used in the terminology used for comment moderation.

"Unapproved" is used as the opposite of "published".
1) Default tab at admin/content/comment called "Published comments". On this page, the bulk actions you can take are called "Unpublish the selected comments" and "Delete the selected comments".
2) Sub-tab at admin/content/comment/approval called "Unapproved comments". On this page, the bulk actions you can take are called "Published the selected comments" and "Delete the selected comments".
3) If you have 'administer comments' permission, you edit a comment, and you open the 'Administration' fieldset, you get a choice of "Status: (*) Published ( ) Not published".

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
