[policy, then infra] Bulk update core issues for relevant minor versions

Problem/Motivation

This issue was originally opened to discuss how to communicate to contributors the version and status for issues during the 8.0.x to 8.1.x cycle. Since 8.2.x core issues are updated in bulk according to details agreed upon in an issue in the infrastructure queue.

The purpose of this issue is now to keep track of the 'Bulk update' issues.

Note that #66484: Allow issues to be filed against multiple versions/branches. → proposes allowing issues to be filed against multiple branches in order to help make the workflow clearer to contributors.

Proposed resolution

For each minor release an issue is filed in https://www.drupal.org/project/infrastructure/issues/2985640 → which defines how the issues will be updated with appropriate comment with this issue as the parent.
