[Meta] Drupal 8.0+ Roadmap

Note: This issue is is only meant for planning / sign-offs. Any work or issues will happen in child issues : please add them here!

An 8.x alpha release should be packaged ASAP in order to increase usage and push development forward. I have pushed concerns about alpha issues forward to beta1 to do so.
