Menu admin UI should guide new users to add links to "Main navigation" menu

"Main navigation" menu is the default menu used for public-facing navigation. However, this menu appears beneath "Administration" and "Footer" menus in the UI list at /admin/structure/menu.

This proved to be an issue for some participants in the 2015 usability study, because their eyes did not scan far enough down the list to discover "Main navigation".

In addition, the menu description:

Use this for linking to the main site sections.

did not suggest to the participants that this is where you go to edit your site's public-facing navigation. They were looking for the keyword "tabs".

Consequently, several users attempted to add a new menus when trying to add an item to "Main navigation".

Proposed solutions:

  1. Make "Main navigation" first in the list. Perhaps also make it visually prominent.
  2. On the menu administration page, add an action button to add a link. In the action dialog, provide the ability to select the menu and position as two separate fields. (State API)

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
