Thank you for creating this issue to improve Drupal.
We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.

Yes, 10 years later, the views settings are still under
/admin/structure/views/settings
and they should still be changed to be under/admin/config/development/views

Just dropping my 2 cents but agree with #2 that it may be odd to break out, but will leave as is. Will ultimately need UX review probably.

I don't understand what is odd about configuration going under configuration. We have lots of old contrib modules that have put their configuration under their module's structure menu, seemingly, because that is just how they have always done it. Views is in core and has been for a long time. It's been around for a long time and so for many of us old timers we expect it to be under but if we really think about it then it doesn't make much sense for views to be under structure --it's just there because it pre-dates "Structure"
All this made more sense when it was "Site building" and "Site Configuration" but that isn't what it is anymore. Drupal's UI is confusing as hell. We need to move all our configuration into the configuration menu. This should happen for contrib too --looking at you webform.
