Include #fragment in the link description text as an example

Problem/Motivation

As a site builder, I want to create links or anchor links in menus.

Proposed resolution

Improve wording of admin/structure/menu/manage/<menu>/add help, e.g. with standard profile: admin/structure/menu/manage/main/add.

Now it uses:
"Start typing the title of a piece of content to select it. You can also enter an internal path such as /node/add or an external URL such as http://example.com. Enter to link to the front page."

It should also imply that "#myanchor" is allowed.
