Reuse update manager's install/upload support

At the moment, for import of public and private files, we prompt for a URL (which, although not clearly documented, could easily be file system paths local to the web server). The update manager has a widget that supports installing modules either from a URL or an uploaded tarball (see attached screenshot) - we should look at the possibility of reusing that. Caveat - presumably the upload option will be subject to PHP upload_max_filesize and post_max_size, so probably not practical for sites with big files directories. There also should be some guidance here on how to pack up the files - excluding imagecache directories, css/js aggregations, etc.

    Doesn't seem like something we are going to do at this point, and I think Max filesize makes this prohibitive on any reasonable site.
