File temporary status is ambiguous

Problem/Motivation

When files are uploaded, then initially get a 'temporary' status until they have been moved to the proper directory, and marked as permanent. Files that are no longer referenced by a field will then get marked back as temporary for automatic removal at a later time. So we use 'temporary' to mean two different things: being uploaded, and about to be deleted. This is not ideal.

Proposed resolution

We should add a new state to files to distinguish uploaded files that failed and can be safely removed, and unused, permanent files.

May need to add some filters to Views or tweak the admin/content/file listing screen.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
