I agree with @mcrittenden this is not a feature Drupal core should implement.
It is rather a feature for a contributed module; contributed themes should add support for that module, once created.

You do not have to use procid to work on this issue, but if you want to, your feedback would be very helpful.

The ability to hide descriptive text allows the user to reduce cognitive load and increase efficiency.
A cleaner, less cluttered UI is easier to visually parse and navigate and the descriptive text is only helpful when the user needs it.
Categorized as a usability bug because the heavy cognitive load of excessive descriptive text throughout Drupal significantly impacts users.
