Talking to @thejimbirch and @rkoller and this doesn't seem like something we need in tour contrib.
- If the elements aren't on the route because a user does not have permissions to access them, the tour tips won't appear.
- If the user does not have access to a route, they will not be able to access the tour/tips.
- Multiple tours can be on the same route to allow for different tour experiences if needed.
