Believe this can be closed. I see vertical tabs in the claro theme so believe this has been accomplished.

Currently horizontal tabs are implemented inside Fieldgroup module, so if you want to use them you're dependent of the contrib. Putting them in core would ease to fieldgroups to use a standard solution and other modules (and field ui?) could rely on this.
Reuse as much as possible from vertical tabs and change the CSS.
It might be a good idea to use jquery.ui.tabs (shipped with jQuery UI)
