Implement core handling for limiting displayed deltas

If a Field API field has a cardinality larger than 1, Views provides you a way to specify how many deltas should be displayed, and from what offset.
There are also options for reversing the deltas, as well as showing only the first and last.

This is really something that Drupal core should know how to do (or to be more precise, the field formatter).
That would allow us to remove that code from Views, as well as stop reinventing it across contrib (for example, here).

This should probably be postponed on converting the widgets and formatters to plugins, though.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for 8+ years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
