For #665790-53: Redesign the status report page → I created a custom language "RTL" with language code "rtl", in order to just get the RTL behavior and nothing else.
That's really helpful for testing RTL stuff.
I wonder we could do anything to simplify and automate this in any way?
E.g., a baked-in hard-coded (non-standard) "rtl" language code, which always exists when Language module is enabled?

(Drupal 8 Multilingual Initiative) is the tag used by the multilingual initiative to mark core issues (and some contributed module issues). For versions other than Drupal 8, use the i18n (Internationalization) tag on issues which involve or affect multilingual / multinational support. That is preferred over Translation.
