This must be outdated. I have been using the language switcher for testing issues for a few years now.
With the introduction of the form language concept in #1498874: Provide language awareness to entity forms (introduce the form language concept) → , we will need a language switcher allowing to choose the form active language.

Makes Drupal easier to use. Preferred over UX, D7UX, etc.
(Drupal 8 Multilingual Initiative) is the tag used by the multilingual initiative to mark core issues (and some contributed module issues). For versions other than Drupal 8, use the i18n (Internationalization) tag on issues which involve or affect multilingual / multinational support. That is preferred over Translation.
