I've used this workaround several times: before installation, remove the line with site_uuid from the files inside rocketship_core/modules/rocketship_blocks/assets/template.zip (unzip, edit, zip again). But that's obviously not the ideal way to fix it.
Wasn't the omission of D11 done deliberately? See #3463291
