What I did was delete the database with the 10.3 data and restored it with the 2.7 backup. I could then access the site and uninstall Rules. Then I ran updates again and was up and running again.
You can also remove any Blocks that have visibility settings or remove the visibility settings for all Blocks.
After upgrading to 10.3 Block visibility changes with Rules installed.

Note that Page, Response status, Roles, Content type and Roles disappear. I understand that Rules adds new Block visibility options but it shouldn't be removing core options.
Exact same error but on a single installation. I wonder if there is a quick fix before reverting?
It is great to watch the evolution of the Rules module as it is ported over to the new Drupal structure. Thank you to all the amazing people who are working on it. The one hold up I am having is the Schedule component. I can't tell what the status is. It looks like the tools are in the UI but nothing I try is working. I have done an extensive search but can't find out what the status of the 8+ Schedule port is. Is it active and if so does anyone have a simple example of how it works in the 'new' Drupal?

The problem was that I removed the full_html text format editor. When upgrading from Drupal 7 a second full_html editors was created so I removed one, apparently the wrong one. Unfortunately it isn't deleted when removed so isn't as easy as just renaming my new editor to 'full_html'.
Now I have to figure out how to either re-activate the full_html editor or change the machine name of my existing one.

Anything new on porting this excellent module over to Drupal 8/9/10? I have been trying to find a substitute but haven't found anything that works like this module.
